		<description>Mulch is meant to hold in water and hold back weeds.  Newspaper will work as mulch and break down to feed the soil, but it can very easily mold.  It can be used, but should be turned over every now and again to reduce the chance of mold.</description>

		<description>You should be fine. There is a method of building up a garden called lasagna gardening. Where you layer newspaper, hose it down really well, layer hay, grass clippings, then rotted steer compost, a layer of topsoil or just dirt. Then repeat for as many layers as you want. I&#039;m sure you could find a reference to the gardening book, called just that lasagna gardening.</description>
